These are terms that refer to your engine crank shaft, inside your Motor. The crankshaft must be Balanced in order for it to spin inside your motor and reach higher and higher RPM's. You can do this 2 ways...Internal or External. (Internal means drilling holes in you crankshaft to make it balance correctly).... (External means Using a Flywheel with holes drilled into it so that it balances your crankshaft correctly)... So this is why there are 2 types of flywheels available.. Neutral Balanced flywheel is for the already balanced crankshafts inside the motor... External Balanced flywheel is when you still need to balance the crankshaft inside the motor... Hope this helps!
